Key Evaluation Questions

  • To what extent the project is fulfilling/ completing its pre-defined objectives?
  • To what extent eFES deployment is generating changes on different levels:
    • Organizational (gov administration, personnel: improved working conditions, job description changed)
    • Social level (citizens: )
    • Political (local/regional/national decision makers)
    • Regulatory (policy/law makers)
    • And how they are related?
  • Methods:
  • OM, MSC, GEM
  • How eFES is influencing local good governance conditions? How e-FEZis achieving good governance goals? (ICT4D—GG equation)

Next Steps:

  • eFES Phase 1: evaluation is completed (Outcome Analysis Method) (develop)
  • eFES 2:
    • Scaling up to be evaluated fully using OM framework (combined with other methods when/where needed: MSC, GEM, ) (apply and combine= innovate)
    • Reflect on evaluation approach and formalize it (OM, Outcome Analysis Method, : extract Lessons Learned/ideas, develop tools/theory framework to be eventually used in training sessions, “what is the recipe” of methodological combinations ) (learn)
  • In order to document and share
  • New project (i.e. wireless project: W@man in Fez): use the “recipe” and further improve it (apply)
  • Networking via web-space/ OM community
